Rep. Ballentine on the 2008 Budget Cuts

Yesterday, Representative Nathan Ballentine agreed to conduct a video interview about the passage of the budget cuts (H. 5300) during this past week’s Emergency Session. In this interview, I asked the following four questions:

  1. How do you, in general, feel about the budget cuts? (0:13)
  2. Is there any one thing that you would have liked to change about the budget like adding an amendment? (1:50)
  3.  Do you see anything in particular that the Governor might veto in the budget cuts? (3:56)
  4. How do you see these budget cuts affecting the everyday South Carolinian? (5:20)

    Nathan, thanks for moving forward with budget revamping. The Chamber in September, at its board meeting, adopted the position that we should use a prior year’s budget with a recognized growth rate. I doing so, we will for most years, eliminate mid-year cuts and will be a able to recognize a growth number that can be limited if necessay from a spending limit prespective. If there is a shortfall in a year, which has only happened once in the last 40 plus years, then the capital and general fund reserve funds will be able to cover such shortfall.

    Thanks for explaining the process as many of us did not understand what was happening. I have been working at SLED for a short time as the facility manager and was surprised when this came up. This interview has helped and thanks for your service. We are tightening are belts but will make it.
